If the summary the author put together is accurate (relevant piece of article below), it does not guarantee they couldn't be bypassed.

Yeah, this hardly means much. If the MWC wants NDSU/Montana schools/someone else, they can still get them, they just have to allow UC Davis the first chance to apply for membership. They can also just tell them to pound sand and go after someone else.

Will they do that? Who knows.
