This all began with the I-A/I-AA split when I-A schools went from unlimited scholarships to a cap of 125 (then 95, now 85) and it appears I-AA simply took half of 125 to get to 63 as a cost-saving plan. Equivalencies vs. grant aid is a wash of sorts on the field (HYP could still beat a lot of 63-equivalency schools) but the I-A ruling on bowl eligibility led a lot of other schools, Patriot and NEC included, to get to 57.8 to get into the mix of guarantee games.

As long as the Ivy League stays at 10 games and is institutionally satisfied with Pioneer and Patriot opponents, the pressure to fill the schedule is not as great. The schools below 57.8 don't get the calls for early season guarantee games and FCS opponents would rather schedule those games versus a school that doesn't.
