Would mean the equivalency level for FBS bowl-counting drops to 54.

More student-athletes will have to pony up their own cash. Also, a lower scholly limit might help close the competitve gap a bit between better funded schools that can afford to offer more schollys and the less funded schools.

Division II went down this path in the 90's. It's one of the main reasons why NDSU/SDSU moved to DI.
I'm personally fine with 60, heck, I think all of DI FB should be merged and have a scholly limit of 57 (the travelling roster limit), but 60 versus 80 isn't too bad. I just hope it doesn't go down much further than that.

The reductions would likely follow a move toward a full cost-of-attendance scholarship that is expected to be passed in early 2012.

Some schools wouldn't seem to be hit too hard at all - Delaware, for instance, would only see a 1% increase in spending to cover the 'full cost-of-attendance' bit, but other schools would get hit much harder if they continued to fund scholarships at current levels such as Savannah State (42% budget increase needed), Grambling (29% budget increase needed), SC State (28% increase needed) and SUU (22% increase needed).
As far as the scholarship reductions in general though - I'm not for it. If anything, I'd rather see the FCS get an increase in allowed schollies, maybe up to 70.
