Would a multi-classification conference work?

I was really bored at lunch and drew up a Southland Conference with an FBS side and an FCS side and then merging for all other sports.

FBS-North Texas, Texas State, UTSA, UL-M, UL-L, Ark St., La Tech. Maybe NMSU, Tulsa, UTEP.
FCS-Nicholls St., NW St, Lamar, SFA, SHSU, C Ark, McNeese, SE La.

I even tried a combo Sun Belt but hit a roadblock. Several actually.

Sounds like what was done in the old Middle Atlantic Conference:

In reality, the I-A teams are never going to be interested in being part of the Southland again.

But in general could it work? A few leagues now share administration why not just merge them completely?
