FBS/NCAA playoff question

I'm not as knowledgeable as some of you here as it pertains to NCAA rules, regulations and politics. But there is one thing I always wondered concerning the implementation of a playoff in FBS. Why doesn't the NCAA just create a playoff field? If the presidents have to vote on such a measure, I'm sure that the have nots outnumber the haves, don't they? Teams wouldn't be forced to participate in the playoffs, they could still have their precious bowls. But all it would take is one decent power team from a BCS conference to accept a playoff bid, and the BCS would come crashing down, would it not?

I know I'm probably missing something obvious here as to why it won't work, so 'splain it to me please.

That would make far too much sense and be too easy, thus, the NCAA will have nothing to do with it and will not take part.
