How many states have such a mandate?

I think Arizona does, since Northern Arizona plays Arizona or Arizona State every other year.

LSU is starting to finally play the schools in the FCS in their state. McNeese this year, NWST the year after and apparent talks to Nicholls, SLU.

Any other states have such a mandate?

Kansas used to do this by legislating that KU and K-State had to play Wichita State on a rotating basis.

Laws or not - would think that schools (particularly from the BCS conferences) would want to schedule in-state FCS opposition, as available. It is not only cheaper (especially in light of costs sky-rocketing for FCS buys), but these schools could also travel better than some of their regular conference opposition...

In the case of a mid-major FBS (i.e. Louisiana-Lafayette or ULM), it may not be in their best interests.
