As we found out in the UNI/Iowa game, if the ball doesn't cross the line of scrimmage on a FG attempt, it's a live ball. One team finds that out the hard way.

Apparently, the losing team is filing a protest to the state and have it in their record books as a win for them.

If one of the officials had blown their whistle prior to the player running it in, I could see a legitimate beef. But if that had been the case, I would hope that the official would own up to having whistled.

As all the comments on the video say...looks like the holders knee was down when he picked the ball up (if that matters)
