NCAA Rules Question

Before I start. If this post is in the wrong place please move it, but I wasn't sure because it might have FCS implications.

Ok, so we all saw the LaGarrette Blount punch. And we have all heard that he has been suspended for the year by Oregon. And as a senior that means his playing days for the Ducks are over.

Here is my question. Is Blount allowed to transfer to an FCS school this week and begin playing immediately? What is the NCAA rule in this situation?

If he is allowed to transfer to an FCS school and play right away, which team out there would want or need him?

hes not. he would have to wait until next season.. You can transfer up to a week before the first game or a week before classes start is my understanding.
