If the I-A guys were smart enough to have a playoff system, how would you set up your 16 team bracket?

Same way that I-AA does it: Automatic qualifiers among Conf winners and at-large builds to fill out the field:
Big 10, Big East, Pac-10, Big 12, SEC, ACC, WAC, Mount. West, C-USA and MAC. (Sorry, no Sun Belt).

Question is how many At large bids? 6 for a 16 team tournament or 14 for a 24 team tournament with some teams getting a bye?

Any talk of excluding the lesser conferences is BS. If they were excluded from the football tourney, then you may as well drop all those auto-bids from the baseketball tourney too.

I wouldn't. I'd set up an 8 team bracket.
