July 31 is the non waiver deadline. You can still do trades, but you have to place the player on waivers, so obviously it's more complicated to get them done.

Poly Pigskin is correct. Once the player is on waivers every team has a chance to claim him, starting with the team with the worst record. Usually two teams have an agreement in place and the player will end up with the desired trade, however a team can block the move by claiming the player before the desired team gets to pick. If that happens, the team that put the player on waivers has the option of keeping him. You don't see a lot of "waiver blocks" for this reason. Also, if a team picks the player just to block the move, they are stuck with that player - and his contract - if the original team doesn't keep him.
