Worst year in FCS?

Just curious, has there ever been a year in FCS that just wasn't very good? Where no team really seems to be great, or somehow two teams make it to the championship that no one really cares about? Or maybe some controversy or scandal dampens the entire year?

Details? That was before I started following FCS.

They put down new sod a couple weeks before the game and it didn't take. The field had more tackles than both defenses combined.
