The national letter of intent program was always voluntary, even if the schools didn't want to admit it.

The NLI program was a solution to a football P4 problem that was (in retrospect) a sort-of a fudge between an employment contract and a pledge to attend a school to which a student-athlete was bound to an education. As DFW said, it was voluntary, because the Ivy League, Georgetown, and initially most of the Patriot League opted out and instead had a similar but not quite the same program ("likely letters"). The P4 schools thought this would give them leverage over kids jumping and shopping schools, which of course didn't happen, as it shifted the selection process earlier to an increasingly public display made for social media (think of the kid who brought three hats to his signing day to create drama). It then became more fragmented and confusing as coaches wanted multiple signing windows, reducing the drama and making it ultimately pointless.

Elimination of the NLI doesn't really mean anything other than it removes the penalty for the kid not staying at said school for a full year. It was always an agreement whose benefit was heavily slanted in the school's favor.

The other aspect of this this is that it essentially renders Signing Day meaningless, along with the social media and fan hysteria that tends to surround it. I think this is a net plus but I can appreciate that others might not.
