Think you are right. But as for holding, if you hold onto an item that is not part of the uniform, like a breach towel, hand muff, or hair, is that considered holding? If so, it ought to be legalized.

But seriously, if you grab anything above, or outside the shoulders, you only have yourself to blame. Hair is coming out the back is hard to yank without 1-getting toasted off the ball and 2- looking obvious.
