Five highest-ranked conference champions + next seven highest-ranked CFP teams regardless of conference.

So the now-P4 have guaranteed themselves 11 of the 12 spots.

Using the final pre-bowl poll for the most recent season and new conference affiliations, here's the breakdown for the playoffs (obviously some of this would have been slightly different with the new affiliations):
"Atlantic" Coast Conference - Florida State
Big "Ten" - Michigan, Washington, Ohio State, Oregon, Penn State
Big "12" - Arizona (the beneficiary from the new version of "12")
Southeastern (no "" because even Missouri and Oklahoma are south of and east of half the country) - Texas, Alabama, Georgia, Missouri
Everybody else - Liberty

Nine total spots from the real P2 (B1G and SEC):
B1G - Michigan, Washington, Ohio State, Oregon, Penn State
Southeastern - Texas, Alabama, Georgia, Missouri
Everybody else - Florida State, Arizona, Liberty

Undefeated ACC champion Florida State wouldn't have been screwed out of a bye and Arizona would have also profited as the 4th highest rated conference champion in the scenario outlined above.

Same way they played in the New Year's Six - they were the highest ranked conference champion not from the oligarchy. That conference champion is still guaranteed a spot.
