What are the specifics on schools at those level who want to move up?
i.e. GVSU and Mt Union.
Do they need to meet specific requirements like FCS schools need to? Also has there been a moratorium for them as well?

There is a moratorium from going to D-I until 2011.
GVSU 22,500 students, scared to move up
Mt.Union scared of D-II
Schools thinking about FBS
S.Alabama (adding fb and playing in the Sun Belt)
Texas St.
Jacksonville St.
Georgia So.
UMass
Schools thinking about D-I
N.Alabama
Tarleton St.
W.Georgia
N.Kentucky (no fb)
Bellarmine (no fb)
Oklahoma City (NAIA no fb)
Thinking about D-II
William Jewell

CS East Bay (no fb)

i know about the d1 moratorium from going to fbs from fcs but is there one preventing d3 to d2 or d2 to fcs?

NAIA & D-III to D-II no moratorium.
D-II to D-I & FCS to FBS yes moratorium

Don't forget, Lamar is thinking of FBS...despite the lack of a football team. They are Division I...

and UTSA too then right 2010 is it a done deal? Is Lamar starting football a done deal? What about TAMU-CC where are they at of FB.

On UTSA...things are progressing, nothing definite. The vote did pass. They need approval from the Regents...
Lamar, the vote is in January. Then, it would be up to the Regents (which is mostly SHSU alums/backers, not that this means anything outside of Lamar moving up to FBS without SHSU)
A&M-CC...it was all talk to get into the SLC. No chance for the time being. They talk of a goal of 10,000 students before they start thinking about it...

Mt.Union scared of D-II
Remember that there are other sports besides football. Mt. Union's men sports are not bad (usually just average or just above) for D-II and the women's sports are not very good at all. Just because a school is really good in one sport (even if it is football) doesn't mean they need to move up a division.
I have to assume finances are a big reason not to move up.

You rarely see teams move up from D3 to D2, because the schools have a set non-schollie philosophy for their athletic programs. Whereas a lot of D2's would rather be D1, but cannot for financial reasons.

very true about D-III moving anywhere. As for the Sports Football and Basketball are the money drivers also the 2 sports that the fans come out to see. Outside of your own school I bet it would be hard for you to tell me how good or bad other D-I schools were at any sport other than FB & BB
