It isn't just about how many can fit on a hill. The fire marshall has to think how many people can we get into this stadium, without making it a issue if there is an emergency and everyone needs out really fast. You are right there is room on the hill, but he has to think deeper than how many he can fit into a seating section. There are huge problems to be had if he can't get the people out of the stadium easily, b/c he packed that hill or any other section with tons of people.

This is America and we have fire marshalls to control this sorta thing. You ever watch a sporting event in some other country where people are rioting or there are too many on a structure and it breaks? It happens all the time.

all i was tryingto say is that app puts 5-7k on its hill that is about the same size and would have more difficulty exiting the stadium... that is all i meant
