Has it happened before?
Could Wofford host against Richmond or Eastern Kentucky if they happen to get past Montana?

Yes. If their bid is higher.

It happened to UMass in '98: at McNeese State in round one, home against Lehigh in round two. That was under a different system, though, with 1-16 seeding. I don't know if it's happened in the current format.
EDIT: Okay, so it has happened several times under the current format.

Also, in 2003, NAU beat #1 McNeese in Lake Charles, then they lost to Florida Atlantic at home in Flagstaff.

Yes, We were at a seed in 2005 then at home in round 2. It still depends on the bid.
Of course, our last playoff game away against a unseeded team was '87. xwhistlex

Obviously if both home teams lose in the first round, then one of the "away" teams will be at home next week (the one that slips the committee the most cash under the table:D ).

It probably happens every time a team with a bid gets upset in the early rounds.

91' JMU upset seeded Delaware in Newark in double OT I think it was- JMU's 1st playoff win (1st playoff appearance was in 87'. 2nd round hosted Samford coached by Terry, or is it Tommy Bowden? (the short one who went on to coach at Auburn) in the quarterfinals, losing I think it was without bothering to look up to confirm 24-21. Was JMU's 1st home playoff game. And lo and behold JMU would go to the playoffs again in 94', 95', 99', 04', 06, and now 07' and have only gotten one other home playoff game, in 94' 1st round win over Troy State before losing @ Marshall in OT in the quarterfinals.
