It was a legal shift. One player shifted to the line so another had to shift off the line. With all that movement, especially with the WR shifting to the outside, I think they were going to run a play.

It's not a tough concept (Madden didn't get it either, but that's not saying much). The shift itself was legal - so long as everyone reset before the snap. The flag was thrown because, when shifting, TE Ben Utecht popped out of his stance quickly as if getting ready to pass block. He simulated the snap, trying to get one of the San Diego Chargers players to jump. Good call. Nice to see penalties get called against the Colts for a change.
