Here's a list of FCS teams with 8 or more wins that don't appear to have made the playoffs over the last ten years. I didn't try to weed out the teams who opt out of the playoffs or who weren't eligible for some reason. I gave it a try but realized my FCS knowledge isn't up to the task.

Albany probably doesn't belong in for 2002 because the 8th win came in the ECAC game against Duquense, which, correct me if I'm wrong, came after playoff selections.

You can scratch the 2001 and 2002 EKU squads from that list. Some of their 8 wins were not over D-I teams.

They also changed the rules for eligibility a couple of years ago. The "7 D-I wins" rule used to be "No more than 3 losses", I think.
