Are FCS, Div.II, III, and NAIA players eligible for the Heisman?

I believe FCS players are (Steve McNair). Not sure about the others.

The Heisman is for all of college football regardless of division. Division III standout Joe Dudek of Plymouth State College finished something like 5th in the 80's.

Here are some finalists from I-AA, D-2, D-3:

1994 Steve McNair (Alcorn State) finished 3rd
1987 Gordie Lockbaum (Holy Cross) finished 3rd
1986 Gordie Lochbaum (Holy Cross) finished 5th
1985 Joe Dudek (Plymouth State) finished 9th
1984 Jerry Rice (MVSU) finished 9th
1977 Doug Williams (Grambling) finished 4th
1971 Ed Marinaro (Cornell) finished 2nd (division classifications had not started yet)
1951 Dick Kazmaier (Princeton) won the Heisman (Princeton would have been considered I-A/FBS if there had been classifications at the time)
1937 Clint Frank (Yale) won the Heisman (Yale would have been considered I-A/FBS if there had been classifications at the time)
1936 Larry Kelley (Yale) won the Heisman (see above)

I believe the quarterback from Carroll College in Helena MT(Tyler Emmert) got a few votes back in the day. I'm probably wrong though

I guess that just shows how the attitude has changed towards sub-FBS teams. Adrian Peterson had unbelievable numbers that would have won him the heisman in any major FBS conference and didn't get it. I don't even think he was in the top 5.

I guess NAIA is out of it?

The Heisman is a NCAA award. NAIA is not NCAA.

What about the hotshot Div. II QB I've seen posts on (can't remember the kids name, has ridiculous numbers)?
