Are they allowed to count your game for bowl eligibility? Isn't the rule something like you have to have had 90% + of the max scholarships for the last 3 years?

Northeastern has also apparently signed an agreement to play Ball State in 07 or 08. NU's Athletic Director posted a letter on gonu.com which indicated we would play 1-A games in 06, 07, and 08.
One of the other 1-A games is against Northwestern, and from what I've heard from friends in Chicago, the game may be for September 1, 2007.

Are they allowed to count your game for bowl eligibility? Isn't the rule something like you have to have had 90% + of the max scholarships for the last 3 years?
NDSU funded 54.5 or 56(?) grants last year, is fully funded at 63 this year, and should be fully funded again in 2006, so NDSU should qualify for the 60 grant average over three preceeding years bowl qualification standard. (NCAA DI Bylaw 30.9.2.2)

I don't believe so. NDSU only funded 36 grants in 2003 (still in DII), 54.5 or 56 last year, and the full 63 this year, so that doesn't add up to the required 60 grant average over three preceeding years.
Wasn't that rule being converted to a rolling two year average with the new 12 game season for I-A legislation?

Just answered that for myself in the new 2005/2006 edition of the NCAA DI Manual ( http://www.ncaa.org/library/membership/division_i_manual/2005-06/2005-06_d1_manual.pdf) Bylaw 30.9.2.1
The Bowl certification requirement is now that a DI-AA team must provide 90% of the allowable grants in a rolling two year period, instead of the previous average of 60 grants over three preceeding years. A I-A school, of course, may now count an eligible I-AA game once a year, as opposed to the previous once every four years.
So, it looks like NDSU will be a "bowl certified" game for Ball State.

Will NDSU be an eligible I-AA school in 2006 or still provisional?
Definitely provisional in the eyes of the I-AA playoff selection committee. :(
In the sense of being an eligible I-AA game for bowl certification for a I-A opponent, I don't see any issue:
30.9.2.1 Exception—Division I-AA Opponent. [I-A] Each year, a Division I-A institution may
count one victory against a Division I-AA opponent toward the six-win minimum, provided the
Division I-AA opponent has averaged 90 percent of the permissible maximum number of grants-in-
aid per year in Division I-AA football over a rolling two-year period. (Adopted: 10/28/97 effective
8/1/98, Revised: 4/28/05)

What about not being D-I? If the NCAA says you're not D-I then I don't think it will count

Are you referring to the fact that NDSU won't be a full-fledged member of DI until 2008?
NDSU qualifies as a DI opponent in all other sports (for RPI and postseason eligibilty) in the eyes of the NCAA this year, so I don't see where that would be an issue. The NDSU AD has repeatedly stated that NDSU wanted to be fully funded within three years(and average 60 grants/3 preceeding years per the old bylaw), to be eligible to be a bowl-certified opponent for a I-A school in 2007.

Moot point. Ball State would have a better chance of counting a game against North Dakota State as a win toward bowl eligibility if it took place in 2006 rather than 2007 :)
