Why does Howard struggle so much in this area? As HBCUs go, they have a lot of advantages other MEAC and SWAC schools do not.

Old news for us. We knew this back in December. This academic year's numbers will be a lot better when they are released later this year.

That is because they can afford to set up fake classes with fake grades to boost the GPA.
Example- cough cough- the University of No Credit in Chapel Hill.

Why does Howard struggle so much in this area? As HBCUs go, they have a lot of advantages other MEAC and SWAC schools do not.
3 coaches in 4 years. That is the majority of their issues. Turnover and the failing of the new coach to keep kids in the program

I see something potentially more sinister here— Athletic dept advisors who were systematically encouraging academically at risk students to take the easiest courses on campus to prop up the overall GPA and then improperly reporting the inflated gpa to pad APR scores.
The victims here were student athletes who were being encouraged to take courses that didn’t count as part of their degree programs.
What’s encouraging here is the forthright way the current AD and president are handling the situation and the steps they have taken to restore academic integrity to athletics.

UNC should gave been punished severely for their egregious acts of academic fraud.

UNC should gave been punished severely for their egregious acts of academic fraud.
They should have lost their membership in the AAU. An organization of elite academic schools like that should have booted them for that fiasco. They got by with it because they were a big name.

The WaPo did an article on this topic about ten years ago. If I'm recalling correctly, the paper concluded that there were too many people at Howard who thought that they were in charge and ordering others to do tasks. But few were willing to actually take orders from others.
The result was that they weren't working together to get things done. Hence, nothing got done (like eligibility paperwork), and Howard would always start the season with 20% of its players not eligible to play. (As an aside, schools like Georgetown knew full well what was going on, and would trip over themselves trying to get Howard on the schedule for an early season matchup).

Most transcripts report both overall and major gpa’s. The NCAA report asks for the gpa of all courses that count toward a major itself , which includes by courses in the major plus required work in departments outside the major.

We @ PVAMU knew what was coming at the end of summer 2019 and just prior. We had far too many who left the program (new staff) for non-performance (athletic & eventual academic casualties). That's the perfect recipe for an upcoming horrible APR issue. Those who left should have followed the previous coaching staff vs simply quitting altogether and not completing their degree plan elsewhere, if possible.
