Any possible rule change proposals from below that could impact the FCS?
players ejected for targeting would be allowed to remain in the bench area
no more than two players wearing the same number
expanding jurisdiction for officials during games from 60 before kickoffs to 90 minutes before kickoff
speeding up replay reviews to a two-minute window
Adding “0” as a legally recognized number

Jim Otto was the greatest center of all time. 207 consecutive starts in his career.

As noted, Otto wore 00.
It was Johnny Olszewski who wore 0 for the Redskins, Lions, and Broncos 1958-62

as for impact on FCS .. ISUr would have benefitted in our SEMO playoff game. They spent an eterninity trying to find a way to over-rule our strip-fumble and TD return. Amazing how long they took (think it was 3-4 mins) to over-rule and take 7 points off the scoreboard. And there is no way it was indisputable evidence needed to over-rule call on field .. it was not even a 50/50 type call IMO.

Replay reviews should be limited to 75 seconds........ejected players can stay on bench, remove jersey and shoulder pads, wear sweat top....

Why is this even a thing? Before adding 0 as an acceptable number, there were 99 potential numbers available. Since college football doesn't have the same positional numbering rules as the NFL was there really a need for TWO players to have the same number? If the issue is with players in eligible positions requiring numbers that don't start with 5, 6, 7, or 9 then just don't give number 1 to a linebacker or number 3 to a defensive end. Problem solved.

Most college football rosters at the D1 level have more than a hundred players on them and, at the FBS level, that number can be significantly more than a hundred. During the Jimbo years, Florida State carried nearly that many walk-on players alone.

Would 0 be a different number than 00?
Will they ever make 3 digit numbers legal?

Yeah, hard to believe the numbers restriction could ever be passed in football.

and with the new red-shirt rules, there are a lot of redshirt players who dress out and may actually get in a game.

There actually is no limit to how many guys can dress for an home game I guess if a kid has a jersey he can suit up.

Would 0 be a different number than 00?
In the NBA, the Portland Trail Blazers have a 0 (Damian Lillard) and a 00 (Carmelo Anthony). It doesn't seem to be a problem.

Correct, there is no NCAA rule on it. The only real limit is the size of your sideline.
