He's big, he's physical and he's coming to South Carolina State.
Joe Council (6-3, 250), a former standout defensive end for Colleton County High School, has been granted a release from his scholarship at East Carolina and said Tuesday he's transferring to Orangeburg to play for the Bulldogs this upcoming season.
