Just call them what they are at these "big time" programs: minor league professionals. Getting a free ride is a huge paycheck, but only if you go to class and study more than "sports studies".

I'm sure there are some schools/athletes taking advantage of the wording of these waiver rules and not abiding by the intent of the original rules/guidelines so the NCAA is probably within their rights to re-examine this kind of thing given the uptick in requests over the last couple years. That said I have zero confidence that the NCAA won't further convolute the process making these waiver decisions even more erratic from one case to the next than they are now.
FWIW this doesn't appear to have any impact on the graduate transfer rules that so many people are bent out of shape about. Personally I'm glad about that. I'm all for de-regulation when it comes to transfer restrictions. Let the student-athletes go elsewhere to play if they want.
