Among these include 2-point shootouts after the 2 mandatory OTs have ended without a decided outcome, moving back the starting line to start an OT possession and no more PATs in OT.

also mentioned in that article is discussion of tweaking the targeting rules again.
possibly allowing a two-tiered system (some of the incidental helmet hits would result in just a 15-yard penalty, without the automatic ejection), or changing the replay guidelines in regards to targeting: getting rid of the "call stands" option. If the replay doesn't conclusively confirm an illegal hit, then the player is not ejected.
after some of the ticky-tac targeting calls that I've seen, I'm in favor of one or both of those amendments.

On the plus side CFB overtime is light years better then NFL overtime. I hate seeing games end in ties.

I agree on the two-tier targeting foul. Same as "roughing the kicker" and "running into the kicker". A lot of times, the players are simply reacting and not intentionally trying to "lower the boom" on a defenseless receiver.
Not sure about the OT proposals. Making the teams go simply to 2-point shootouts gives an unfair advantage to one style of offense versus another. A passing oriented team will be much more restricted with a real short field. Whereas starting from the 25 yard line allows for mix of play, both run and pass. I think going for two, as now required if tied after two OT's is sufficient. Stats show there are very few games that go beyond the two OTs.

Ties used to be a part of many a CFB team's standings for a long time until the current OT system took place.

Oh, yes. And high school as well. I was in several tie games and it is a lousy feeling with nothing resolved. One year, one team in our league had more ties than wins, with a record of 2-5-3. On top of that 3 of the five losses was by a total of 4 points!! How close to an 8-3 season that was. Also, as for tie games, in the 100th playing of The Rivalry, (1964) both Lehigh and Lafayette came into the game winless and the game ended in a 6-6 tie as both teams' place-kickers missed XPs!

Honestly, I wish they would play one more quarter (abbreviate it if you want), then go to the shootout that is the current OT. It'll never happen because of TV, but I hate it when a game goes 60 at 7-7 then ends up 43-41 (OT). Also, the targeting enforcement has been ridiculous. All helmet to helmet contact is not targeting. Receivers and running backs duck their heads all of the time. I also hated the "defenseless player" argument. Don't make yourself "defenseless".

If these are approved, starting next season, replay officials are allowed more leeway to overturn targeting penalties and once a game reaches a 5th OT, 2 point conversion attempts (alternating) will now be used.

I never played in a tie game, and only coached one of them. I hated them. I was glad when the OT rule went into effect.

Both these changes make sense.
I wouldn't have minded a two-tier option for targeting, with more or less incidental helmet contact getting just a yardage penalty, with intentional/egregious hits carrying the ejection as well as the yardage penalty, but at least changing the review dynamics a bit can help overturn questionable targeting calls.
As for the OT change, I doubt it will come up much. Heck, I'd be fine with going to the 2-pt conversion shootout after 2 OTs

I'm not a big fan of the 2 point shootout, even though it would help teams with strong run-oriented offenses. The logistics of running teams on-and-off the field just to run one (or two) plays seem strained. (I am assuming that the two teams would alternate which team goes first with each round.) If the NCAA does go with a system like this, I would prefer a World Cup soccer type shootout with each teams getting 7 plays - I would have both teams lined up on opposite ends of the field so that players weren't running on and off the field.
I would also keep the final score at the end of regulation score with the winner getting an extra point. Leagues use factors such as margin of victory and points allowed when breaking ties. Offenses can put up gaudy numbers late in overtime against exhausted defenses.
