If a player transfers and graduates from another university, do they negatively impact the GSR?

If a player transfers and graduates from another university, do they negatively impact the GSR?
"The rate compiled using the federal government's methodology does not count transfers in and counts transfers out as graduation failures."

I don't know what either of those acronyms mean.....does that affect the numbers?
