The Norfolk State University football program, in conjunction with the sheriff's offices from the cities of Norfolk and Chesapeake, will host the "Spartan Kickoff 2016" kickball event with the Special Olympics of Virginia on Saturday, July 23, from 10 a.m. to 1 p.m. on the NSU campus.
