Google is helpful. The jax newspaper said:

"As part of the school’s self-imposed penalties, JU did away with the leadership scholarship, rolling those funds back into the general scholarship pool. The 34 players who remain on leadership scholarship aid will have that honored through their time at JU. Horner didn’t name those implicated in the investigation’s report."

While the PFL schools can't give athletics scholarships, players can still receive academic and other scholarships that are open to the rest of the student body as long as the awards are proportional. An audit found that Jacksonville's awards to the football team were not in any way proportional, with 23 out of 24 starters in 2013 having scholarships, and football team members representing 80% of the recipients of one particular scholarship.

So, Jacksonville tried to cheat the system, and got caught.
