It sounds good in theory, let's see how it plays out.

Does this REALLY change anything? Since the same committee selects both tournaments, the last teams considered for the NCAA field were already placed in protected spots in the NIT bracket. The "first four out" may have really been "the first two out" and "the two biggest names among the next six teams considered to be equals." Those eight were the ones and twos for the NIT, with larger potential crowds at a home game being the deciding factor in 1 vs. 2. Now, they just have to decide which teams they want for home games from a money point of view and announce them as the "first four out" - even if those are really teams 5-8 on the "missed the cut" list.

The first thing that they should get rid of is a 68 team tournament. All that did was add four big schools to the Dance and just hasn't seemed like those opening games were really part of the whole shebang. Go back to 64 and don't let so many mediocre big schools in.

Is this somehow news? Essentially they are saying that the top 4 teams in the NIT will be seeded in the top 4 slots. At least it gives smaller schools a chance to host a game.
