That's nothing more than unadulterated BULL_________. You practiced just as much as the varsity. Only difference was you only get to play a couple of games a year. Which sucks. It makes for a very long year.
And yes when I was at Iowa they had the same idiotic rule.

The Ivies still have JV, but IMHO that needs to be scrapped as well in order for Ivy football to progress...

You'll see a number of high schoolers going to Europe for a year of basketball after graduation if this comes into effect. Some will realize that they may not be good enough for NBA at least right away but will be ineligible to play in the NCAA because they have been paid in Europe. NCAA basketball will be worse than now since a good number of the top players each year are freshmen.

I don't think the big schools or any schools for that matter want to incur the costs of sending teams on JV games.

Is expanding the D-League into a full-scale minor league system the only feasible solution right now?

I disagree. Having a JV squad that plays 6-8 games a year is great for developing those third string underclassmen. At least in the NE, the expense to bus everybody around isn't that much, especially considering lower division teams are fair game.
