Eastern Illinois and Towson, who have done nothing but embarrass themselves so far this season, are ranked #9 and #22 in that rating system. You can't really take computer ratings as relevant until at least past the half-way point of the season. There has only been one or two games to draw these ratings from. That's simply not enough to make any quality measurements.
