CHARLOTTE, N.C. (www.BigSouthSports.com) – The Big South Conference will utilize instant replay for select football games in 2013 as part of a new agreement with DVSport, it was announced today by Big South Commissioner Kyle B. Kallander. The Big South becomes just the third FCS Conference to use instant replay during the regular-season.
Instant replay will be used for the Big South’s eight remaining exclusive broadcasts on ESPN3 this season. Those games are:
Sept. 28 -- Charlotte at Presbyterian
Oct. 12 -- Gardner-Webb at Coastal Carolina
Oct. 19 -- Coastal Carolina at Liberty
Oct. 26 -- Liberty at Gardner-Webb
Nov. 2 -- Charleston Southern at Presbyterian
Nov. 9 -- Gardner-Webb at VMI
Nov. 16 -- Presbyterian at Coastal Carolina
Nov. 23 -- Liberty at Charleston Southern
Under the replay process, every play is reviewed by the booth, but to stop a game and review a play, it must be reviewable by rule. The play being reviewed must also have competitive impact. Reviewable plays by rule include:
• Scoring plays
• Catch-no catch / possessions / fumbles
• Plays involving sidelines and end lines
• Kicks
• Miscellaneous (number of players on field; correction of a down; clock adjustment when ruling is reviewed, there has been an egregious clock error, or at the end of a quarter if clock should have stopped by rule; disqualification of ejected player for Targeting fouls)
• Fouls are not reviewable except for:
- A forward pass or handing after ball carrier has been beyond line of scrimmage or after a change of possession.
- A player being beyond the line when kicking the ball.
- Illegal touching of a forward pass by a receiver who has stepped out of bounds (not forced).
The assumption at the start of every replay is that the call on the field is correct and can be reversed only if “there is undisputable video evidence beyond all doubt” that the play was called incorrectly. Since every play is reviewed by the booth, a coach does not have to challenge a play unless desired and uses a team timeout. If the challenge is upheld (reversed from what was called), his challenge and timeout are restored. The maximum challenges in any game are two, and coaches must have a timeout to challenge.
