Next natural step is to join a IAA non-scholly league. Joining the MAAC will pit them against their natural A10 rivals Duquesne & La Salle, plus they will help MAAC football survive.
Won't cost them much to take the next step.

Xavier would probably fit better in the PFL than the MAAC. Trust me, any return to NCAA level football is a long way off. Xavier does not have a football stadium, and even the low end PFL schools spend $400K per year on football.... I hope they are successful at the club level and build into a PFL team. Xavier was a great football rival for Dayton in the past, and leads Dayton in the all time series. It would be great for UD to have a true football rival just down the road, and I want to get even and pull ahead of those guys....

I'm not sure about that. AFAIK, club sports have to be completely self-sufficient (can't recieve money from the school directly). Adding football as a varsity sport means adding the same amount in women's athletics. So if it costs $500,000 to have football, it costs the school $1M to add other sports which would probably generate no revenue. I don't know where Xavier stands right now with respect to Title IX, but they already have women's: basketball, golf, soccer, swimming, tennis, track and volleyball. They'd have to look to add softball, lacrosse, crew..? Not exactly money makers.
What is the average expenditure on non-schollie football anyway? Maybe I'm way off.
