I was looking for the 2012 handbook earlier and struck out.

It SHOULD be published, and should have been before the season started. I'm guessing it just hasn't made its way online yet.

Its not easy to find them though. They don't name them the same thing every year.

The earliest reference to the 2011 address that I can find is from Oct. 31. It shouldn't be long. I suspect that they're posted in a private area in September from how last year's reads.
