Someone asked "who has best program?" Without some rules, that's tough to call, but it is intriguing. Suggestion:
Formula- go back to beginning (1979). Who has most total wins + most playoff appearances (1AA/Championship era) + Most playoff wins.
Example:
Delaware since 1979- 331 total wins + 15 plaoff appearances (not games) + 22 wins. this equals 368 and that's their value.
Georgia Southern? 277 + 18 + a fat 43 = 338. (They started in 1982)
Lehigh?
226 + 9 + 6 = 241
Try your team.
This takes into account overall success plus playoff experience and success.

App State = Best of 1 AA.

Q. You know the best way to determine that a formula for picking the best FCS program is flawed?
A. Georgia Southern doesn't come out on top.

Is "best program" defined by W/L? Could we slip stadium attendance in there? What about average penis size?

OL FU & Moutaineer have this already done in a similar form. Don't have the latest link handy at the moment but it is on here as the "Best of FCS" or something close to that.

I think the GPI formula would be the best way to determine this... except that it doesn't go back to 1979.

Best NFL franchise? Packers. Why? Total NFL Championships including those before the Super Bowl that the NFL for some reason doesn't like to acknowledge.

One of them, but not the one. The Michigan win was as good as a NC for us, but need more NCs for sure.
Boone would love to have UNH in KBS Im sure. Make it a semi final and we'll like it more!

This, kinda.
Since the number for GSU only dates back to 1982, divide that current number by the number of seasons they've been in the FCS (29) and multiply that number by the number of years from 1979-1982 (3.) What you're doing here is stretching their average out to 1979 for a more accurate measurement. Add that number to the current number you started with from 1982, and that gives you a better idea of where GSU ranks all-time. By my calculations, their number jumps to 372.9 which should round to 373.
I'd be interested in seeing how this calculation helps the results for NDSU. I can't find all their FCS records at the moment, but NDSU fans probably know it by heart. Stretched over the 32-year time period, it's probably the best ever.
Attendance records are just for showing off and FBS wins can't accurately be quantified since not all FCS teams have the luxury of playing Minnesota and Central Michigan. FBS games are scheduled for paydays, not wins.

The formula is not perfect but with tweaking it can work better than subjective opinions. Maybe an adjustment taking into account the teams who don't go back to 1979. Perhaps value added for National Championships?
More:
Montana: 283, 19, 32 = 334
Lafayette: 177, 3, 0 = 180
App State: 242, 19, 24 = 285
Anyone with a better measurement?
I cannot argue with those who wish to add actual 1AA/FCS titles to the mix...

If y'all feel the need to somehow quantify 12 semi final appearances, 8 title game appearances, 6 national titles won by 3 different coaches running the same system, the most playoff wins, the highest playoff winning percentage, the two longest home winning streaks, one of only two 15-0-0 seasons..... please make sure to start in 1984, not 1982 as GSC didn't enter 1-AA until 1984.

NDSU doesn't belong in this conversation being a newbie to the division and all.
I'll still comment though. :) For example, my data shows that Delaware went 262-127-1 since 1979. Even Dayton doesn't have over 300 wins in that time.
Georgia Southern is the best FCS program historically - to me that's not even debatable. Still, I look at Montana's stadium and fan support as aspirational.
An idea for a tweak: Extrapolate the wins number to 34 seasons (and put in a 20-season minimum.) So Georgia Southern has 268 wins since joining FCS in 1984. You'd calculate 268 * 34 / 28 where 34 is the number of seasons FCS has existed and 28 is the number of seasons Georgia Southern has been in the FCS. That'd give GSU 325 + 18 + 42 = 385.

Near as I can count, 3 DII 1 NAIA and 0 since 3 years into our transition. Certainly NEVER in playoff eligibility or Conference Membership.

As stated above that is the DI W/L Record. It does not include any subDI games. With the exception of SDSU.
I included USD in UND's DI W/L also.

Of course it's not perfect, because the argument for best FCS program is ENTIRELY subjective. Just look at this thread. We're picking and choosing statistics that elevate our own team in this numbers game. However, it's a fun exercise that helps you appreciate the successes of programs over a three-decade span.

Exactly what I was looking for.
63 + 7 + 2 = 72 over 8 seasons.
Over all 32 seasons (meaning if NDSU played FCS football since 1979) their score would be 288.

The PL teams were ineligible for the playoffs from '86 until '97 so it's extremely tough to use this metric. There was a thread on the other board about elite teams and I maintained that Lehigh and Colgate, historically, are in the" next tier".
