if you think RPI is in any way accurate - like basketball, it's more dependent on who you play than on how well you play. It doesn't account for non-Division I games.

I've always liked the Sagarin Ratings for FCS football conference rankings: http://www.usatoday.com/sports/sagarin/fbc11.htm

Though it's not the case this year (barely), there is usually at least one FCS conference above the Sun Belt.
