I'd vote Big East. Especially if the Big E adds Navy and E. Carolina.

They'll probably jump to FBS if they can put together just a string of 7-4 seasons and a playoff experience or two. Charlotte sport fans (like many cities) are VERY good when the team is good (like the Panthers). There are def a lot of alumni in the area and if Charlotte went Big East I don't think they would have any problems selling out there 40,000 seat stadium. I say FBS for 8 years.

UH, I don't see the Big East even as a remote possibility. But I would certainly list Conference USA as a legitimate option. I have heard from folks around the league who tell me that CUSA officials are VERY high on the 49ers as a filler team for the league if needed once the dust settles from whether they do with the MWC.

Uh South Alabama is an FCS independent, And I think UTSA was FCS at first also.

South Alabama was already a member of an FBS conference, they just had to do their pennance in the FCS as a way of easing in bccause the NCAA required them to do so. So while you're right that no one can start a program in the FBS, they were as "just passing through" as NCAA regs allow.
